Are these suitable for sleeper steps in the garden?

Yes, these can be easily screw fixed to timber structures / surfaces - ultimately you'd need to decide if they are suitable for your own situation / setting - and they could be rebated to sit flush etc.

Will this work on a steep tarmac drive?

Can't see any reason why this wouldn't work, providing they could be properly installed on a flat surface, if the surface doesn't allow them to be securely fixed, then probably a no. We would always install 1 to test it first, to be satisfied with the outcome, before undertaking a full project.
